Thank you for your email. As you made your request under

Information Act 2000 (FOI), the format of this response
is formal in
order to meet the legal requirements set out in Part 1
of that Act.
I can confirm that the council holds the report you
asked for and has
agreed to provide a redacted version to you as
follows:

This would clearly not
be in the wider public interest. The FOI exemption the
council is
relying on is S.43, relating to the prejudice of
commercial interests.
Paragraphs 3.11 and Annexes I and II have been deleted
to avoid
identifying the preferred site in advance of
notification being given to
the land owner. However the five potential park
and ride sites were
identified in the report on "Site Allocations Draft
Issues and Options"
included on the agenda for the meeting of the
Environment and Housing
Scrutiny Committee held on 4 September 2007 and are
therefore in the
public domain.
Paragraph 7.1 has been amended to remove reference to
the possible
compulsory purchase of the preferred site for the same
reason as set out
above.
The Senior Administrative Officer has informed me that
the
Local Committee will be considering this matter in
public at its meeting
on 27 September 2007 and, therefore, the information on
the preferred
site will no longer be confidential once the agenda for
that meeting has
been published. The council is attempting to
contact the relevant land
owner prior to the publication of the agenda.
However, for the time
being the information is exempt from disclosure by S.22
of the Freedom
of Information Act, which refers to information intended
for future
publication. The council believes the greater public
interest lies in
withholding the information as a disclosure at this
stage might
prejudice the process.
